The Use Of Information Resources On The State
Of The Marine Environment To Support The Decisions Based On Web - Technologies

The way out is to develop a decision support system (DSS) to be used by the
economic object relying on the environmental information and to deliver the
required information to users not in the form of figures, but in the form of
maps and graphs combining the current, predicted and climatic long-term values
of the relevant parameters, as well as in the form of the text with draft decisions
and proposed measures. As a result decision makers save time needed to analyze
the forecasting, climatic and other information. Entrusting this work to the
system generating decisions when the environment is outside the general pattern
we can be assured that DSS itself will inform on the probable
environmental impact on the economy. The results of the information analysis
become accessible to decision makers at any time and in any place and can be
delivered via various communication channels (E-mail, SMS, Web portal, etc.).
DSS holds a base of knowledge in
the form rules, linking environment state with the information on impacts and
recommendations on mitigation as well as recommendations for decision support.
To make the system work in such a way the search and processing of information
resources containing the current, forecasting and climatic information is being
performed and a multidimensional database covering all values of the environmental
parameters affecting the economy is being developed. The risk assessment model
being included into DSS will allow a quantitative assessment of the
hazard. It is proposed to assess the risk by the empirical estimation of the
impact of each event (parameter), e.g. the impact of air temperature, wind speed,
sea level, waves, ice on the ship. In this process the features of the object,
i.e. age of the ship, displacement of the ship are taken into account. For that
the Fuzzy Logic method can be used. DSS is incorporated
into the Web portal of the Unified System of Information on the State of the
World Ocean (http://www.oceaninfo.ru) as a workstation
tuned to a specific object of the economy.
