Time lags of data capture and data services have been one of most important issues in database businesses.  Freshness of data and quality of data have been a typical pair of trade-off feature.  In this paper a prototype system to solve such trade-offs is proposed to show one direction of data activities.

So as to illustrate the issues clearly, we select a system to purify one contaminated lake by association of purifiers with sensors, communication tools and engines.  Generally environmental data are fragmentary, irreversible, time dependent, of multi-facets and model-linked, while actions and solutions are to be proactive, intelligent, dynamic, practical and converging. So as to realize this sort of features and functions, we need to establish a certain level of capacity on data and models with remedies to deal with their uncertainties.

Meta knowledge on data has been captured through browsing of data and meta data can be prepared reflecting our current understanding.   However meta knowledge on models are just at a standing point, and in this paper some preliminary approaches and their results are reported.
