Bridging the digital divide, creating the digital dividend

The paper includes four parts. Part one introduces
the digital divide in the world, analyses its specific situation in China. Part two focuses on the
digital divide in Guizhou Province. Part three explains Guizhou Agriculture Economy Network how to close the
divide. Part four gives a series of policy suggestions on creating the digital
dividend. The key point is that governments and businesses must work together
to change the incentives that now shape digital markets.
