Renewal and Completion Problems in Geographical Databases in Turkey and a Proposal Model

Defense, security, public works and many other branches require small-scaled current geographical databases. For this aim, there were produced small-scaled geographical databases in Turkey which are still being used. Some problems are encountered in using available geographical databases. These problems that were met in forming, sharing, updating and being sufficient for needs have proposed the reconfiguration necessity of the present system.  
The classical approaches are preferred in updating present geographical databases. Many errors and difficulties are encountered in recording new objects occurred in the field, scanning and collecting data from related institutions, recording and controlling nonstandard completion data. There occur difficulties in reaching desired high quality data with the followed method. 
In the study, the updating and completion of small-scaled maps of geographical bases are introduced and discussed. The Geographical Information System formation studies in Turkey are summarized and a model is proposed concerning the formation, updating and completion systems of small-scaled maps of significant databases.
